This listing is for the Civil War document assessing tax "to regulate elections by soldiers in actual military service" approved August 25th, 1864. Charged to Jacob F. Smallwood, Lieutenant in Company C 203 Regiment, Pennsylvania Volunteers. The bottom of this document is for receipt paid . Signed J. R. Massey, alderman
Also included, amazing, is an original, pen ink art sketch of a bird, leaves, branches, and fraktur penmanship addressed to Smallwood in Philadelphia. The envelop measures approx 2.75"x5.25" and the document folds up and fits inside.
